Utah Corrections Release Scope
The Utah Department of Corrections, commonly called UDC, operates the state prison and community-supervision system. No Utah state prison was identified inside Summit County. However, Summit County Jail may hold state prisoners in contract beds, and Region 3 Adult Probation and Parole serves Summit County. A state prisoner’s physical location in the county jail does not turn the person into a county-only detainee. UDC remains the legal custodian.
UDC warns that its public offender search is limited to people currently under department supervision. It can be useful for a prisoner, parolee, and some probationers. It is not a complete historic list of people whose sentence and supervision have fully ended. A missing state result can mean complete discharge, identity mismatch, or another scope limit. Check the Board portal, court record, or a UDC GRAMA response before drawing a conclusion.
Use Summit County records for county-only custody and UDC records for state imprisonment or supervision. One system does not replace the other.
Search Utah Corrections Release Records
Open the official UDC offender search. The name form requires First Name and Last Name and offers Middle Name. The alternate field accepts an Offender Number. Use the number whenever known because names, aliases, and shared birth dates can cause a mistaken match. Name results list Offender Number, Offender Name, Date of Birth, and a More Information/View control.
- Search by offender number, or enter the full legal name with a middle name when available.
- Match the result by offender number and date of birth before opening the detail.
- Read Location and Housing Facility before deciding whether the person is incarcerated or in the community.
- Record the exact “Release Date/Type” value and check the case-manager fields.
- Search the Board portal for the newest decision, including a later rescission or violation matter.
- If no result appears, use a court record or direct a narrow GRAMA request to UDC.

The scope message is as important as the search fields because a county pretrial detainee is expected to be absent.
Utah Corrections Release Fields
The detail page exposes Offender Number, Name, Location, Housing Facility, Release Date/Type, Case Manager, and Case Manager Email. UDC does not label a separate field “Projected Release Date” in the verified public interface. Reproduce the actual combined label. A future value can relate to Board action, but it is not a guarantee that the person will leave on that date.

A community location, release type, and case manager can indicate that imprisonment ended while parole or probation continues. Parole means conditional release from prison. It does not mean the sentence discharged. Conversely, a housing facility value should not be paraphrased as community release without reading the actual placement.
Utah Board Release Decisions
The Utah Board of Pardons and Parole portal searches scheduled hearings and prior decisions by required first and last name, optional middle name, offender number, or date range. A scheduled hearing proves that review is planned, not that release occurred. An original hearing can set a parole date or order more review. A later rescission, violation, warrant, or redetermination can change an earlier plan.
Search for the most recent decision and compare it with current UDC Location and Release Date/Type. Board materials say the original hearing month and year are selected within the first six months after prison arrival, with the exact date placed a few weeks before the tentative month. Decisions generally appear later, commonly within two to six weeks. The Board does not decide on hearing day. A tentative hearing date is neither a release date nor a promise.

Retain the latest decision and check for a later entry that supersedes it.
Utah Corrections Earned Release Time
Utah uses indeterminate sentences. The court imposes a statutory range, and the Board decides release within that framework. There is no generic rule that every state prisoner serves 85 percent before release. The Board considers sentence structure, case facts, court and UDC reports, risk, institutional conduct, programming, release planning, and other authorized material. Utah Code §77-27-9 also limits release before certain minimums and permits rescission in specified circumstances.
Under Utah Code §77-27-5.4, successful completion of qualifying case-action-plan programs can produce mandatory earned-time reductions. UDC explains four months for each of up to two approved programs, ordinarily no more than eight months. Only the first of two vocational programs receives mandatory treatment, while later vocational work may receive discretionary review. Transition needs, statutory limits, and the absence of a current release date can affect whether or when credit is applied.

Summit UDC Contract Release Route
UDC’s release-day FAQ says Tuesday processing is standard for state prisoners and almost all contract-county-jail prisoners first return to Utah State Correctional Facility. Direct community release from a county contract jail is described as extremely rare, with family notified when it occurs. Completed releases are generally handled through the USCF Visiting building at 1480 North 8000 West in Salt Lake City.
UDC transports people assigned to community correctional centers. Those without a ride may be taken to nearby UTA TRAX and handled later in the release sequence. These logistics apply to UDC prisoners, not to ordinary Summit County detainees who bond out, finish a misdemeanor sentence, or leave by local court order. A Summit roster disappearance followed by a UDC facility placement is a transfer.

Summit County UDC Supervision
UDC Adult Probation and Parole supervises state parole and probation. Summit County is assigned to Region 3 with Salt Lake and Tooele counties. The Region 3 office is at 36 West Fremont Avenue, Salt Lake City, UT 84101, phone 801-239-2100. It is not the same as Summit County Probation and Drug Court, which addresses local court supervision.
AP&P work can include reporting, residence checks, assessment and treatment, travel or curfew limits, restitution and fines, community service, and case planning. Conditions depend on the governing order. There is no separate public AP&P client locator. Use UDC, the Board portal, and the Region 3 office for routing or appropriate confirmation, while respecting limits on home addresses, schedules, conditions, and other protected information.

An absconder is a person alleged to have stopped complying with supervision. The term is not a release type and does not mean supervision ended. A Board warrant or violation action may return the person to custody or change a release plan.
Request Utah Corrections Release Records
When the public search no longer shows a fully discharged person, direct a separate GRAMA request to UDC. Identify the offender number, full name, relevant date interval, and the release or discharge fields sought. Ask for the latest releasable release-date or type entry and, when needed, the record showing sentence termination. A certified judicial disposition should come from the court, not from UDC or Summit County Jail.

Utah Release Source Boundaries
VINE can send a Utah state-prison release event, a parole-date alert, or a movement notice. Its UDC event list separates release from moves to a county jail, between prison sites, or into a community correctional center. Always preserve the label. A movement notice does not prove community release. Coverage and timing also make direct UDC or Board verification appropriate.
Federal BOP, USMS, and ICE custody are outside UDC. The BOP locator handles sentenced federal prisoners and many historic releases. USMS may control a federal pretrial prisoner who does not yet appear as sentenced in BOP. ICE uses its own detainee locator. None of those systems proves a Summit County jail release, and UDC cannot certify their custody events.
